Anna Makhlay

Anna Makhlay is a Programme Manager at the JST, where she designs and delivers leadership programmes for emerging professionals from Eastern Europe, the South Caucasus, and Central Asia. Her work focuses on strengthening democratic leadership, good governance, social justice, and sustainable development while building lasting partnerships between UK institutions and leaders across the region.

Anna has led a series of Scotland–Ukraine Recovery and Reconstruction Programmes, bringing together Ukrainian professionals and Scottish partners to support Ukraine’s long-term recovery through knowledge exchange, leadership development, and international collaboration. These have included the Ukraine Women’s Leadership Programme (2024), which strengthened leadership capacity and professional networks; the Ukraine Recovery & Reconstruction Programme (2025), focused on digitalisation, innovation, and private sector development through partnerships with government, academia, and industry; and the Green Recovery Programme (2026), which explored the role of hydrogen, sustainable energy, and resilient infrastructure through engagement with the Scottish Government, Parliament, universities, and leading research and innovation centres.

Anna is passionate about creating programmes that foster international collaboration, strengthen leadership, and translate dialogue into lasting partnerships and practical impact.
